Do I need a permit for a renovation, and how do I get one?

Yes — but the path is different here than anywhere else in Greater Victoria. The Southern Gulf Islands are an unincorporated rural electoral area, where the Capital Regional District (CRD) serves as the local government, while the Islands Trust holds authority over zoning and land use decisions. In practice, this means two organizations are involved: the CRD issues the building permit, while Islands Trust reviews your plans for zoning consistency — and plans submitted to Islands Trust must be identical to your CRD building permit application.

Recent process improvement worth knowing about: A CRD building bylaw update taking effect March 1, 2026 simplifies permitting across Salt Spring, the Southern Gulf Islands, and Juan de Fuca — allowing a single building permit to cover the entire construction process (replacing the previous multi-stage permit requirement), and extending project timelines to 12 months to begin construction and 48 months to complete. This is a meaningful improvement if you’re planning a phased build or renovation that may take longer than expected — common on the islands given contractor and materials logistics. REW

Zoning review through Islands Trust: Before applying for your CRD building permit, a Preliminary Plan Review Form and required documents must be submitted electronically to the relevant Islands Trust local office. For Galiano, Mayne, Saturna, and North & South Pender, this goes through the Southern Islands office; for Salt Spring Island, it’s the Salt Spring office. This step confirms your project complies with the island-specific Land Use Bylaw before the CRD processes the building permit itself — and it’s a step that doesn’t exist in mainland CRD municipalities, so build it into your timeline.

Short-term rental note: If you’re planning to operate a Short-Term Vacation Rental on Gabriola, Galiano, or North Pender Island, additional Islands Trust review and a supplemental vacation rental application are required before proceeding. If your renovation is intended to create or modify a rental unit, factor this in early.

Inspection scheduling note: Additional notice may be required for building inspections in the Southern Gulf Islands (Galiano, Gossip, James, Mayne, Moresby, Pender, Piers, Saturna, and Sidney) compared to mainland CRD areas — inspectors travel by ferry on a schedule, so book inspections well ahead and build ferry-dependent timing into your project plan.

What type of renos require a permit?
  • Excavation, repairs, alterations, construction, moving, or demolition of any structure
  • Structural alterations — load-bearing walls, beams, foundations, additions
  • Kitchen or bathroom work involving plumbing or electrical changes
  • Adding or modifying suites (secondary suites or accessory dwelling units)

What generally doesn’t require a permit?
  • Cosmetic interior work: painting, flooring, cabinet or countertop replacement with no plumbing changes
  • Like-for-like fixture replacements with no piping changes
  • Small accessory structures that fall under CRD’s minor-structure exemptions (always confirm size and zoning first — exemptions are stricter on some islands than on the mainland)
How to apply for a renovation permit?

Two steps, in order. First, submit a Preliminary Plan Review Form to the relevant Islands Trust office (Southern Islands office for Galiano/Mayne/Saturna/Pender; Salt Spring office for Salt Spring Island) to confirm zoning compliance. Second, once that’s cleared, submit your CRD building permit application — confirming you’re the registered owner (or have an Appointment of an Authorized Agent), that the property has correct zoning, and that it’s registered with the Land Title and Survey Authority of BC. Once approved, a detailed final budget and schedule guide the next stages.

2. Permitting and Compliance
Our team handles approvals, variances, and municipal submissions in-house. This includes site surveys, environmental testing, tree permits, and setbacks from water features. We also resolve land covenants and manage rezoning when needed, ensuring your project moves forward smoothly.

3. Architecture and Design
We collaborate with architects and engineers to align designs with both vision and budget. Our role ensures everything from structural systems to rainwater management is thoughtfully integrated. We help you achieve design goals while controlling costs and minimizing construction surprises.

4. Groundwork and Excavation
Site prep is critical. We manage demolition, civil works, drainage, service installation, and staging logistics. Our focus is to anticipate construction needs early, streamlining timelines and allowing for bulk ordering and early savings. We don’t dig until the plan is crystal clear.

5. Construction and Finishings
With structure in place, systems are roughed in—plumbing, HVAC, and electrical—followed by finishings like painting and flooring. Every detail is coordinated to meet your expectations. At handover, you receive a complete package with reports, warranties, and system manuals.
